The Cannabis Research Institute (CRI), a partnership between the University of Illinois and Discovery Partners Institute, officially launched in Illinois last week. In a statement, Gov. JB Pritzker said CRI “will use innovative research and data collection to deepen our understanding of cannabis and help shape the future of the industry, better inform the public, and develop policies for consumer protection, economic and community development, and equity.”   “At the time I was elected, we were allowing people to be held criminally liable – and inequitably so – for consuming cannabis. Just five years later, we have one of the most…

Photo: yawitthaya / Shutterstock New York took longer than expected to give a thumbs up to legalized adult use, but when the state finally got its program off the ground in 2022, operators on the East coast were optimistic legalization in the Empire State would be a catalyst for dramatic growth in the region. In 2024, New York is starting to fulfill its potential as one of the largest cannabis markets in…

Election Day is next Tuesday, November 5. I have plenty of thoughts! Today I’ll stay in my lane, though, and focus on the cannabis state ballot measures. The voting states this time around include Florida, Nebraska, North Dakota and South Dakota. I’m aware of one other jurisdiction is doing work around the edges– namely, Oregon’s Measure 119 on unionization for certain types of cannabis licensees (more on that one here). A new study on prescription opioid use in Utah following the state’s legalization of medical marijuana suggests the availability of legal cannabis has both reduced opioid use by patients with chronic pain and also helped drive down prescription overdose deaths statewide. “Since the legalization of medical cannabis in 2018, there has been a noticeable decrease in deaths related to prescription opioids in the state,” the report says. “This shift suggests that the introduction of cannabis as a therapeutic alternative may have contributed to a reduction in opioid use among patients seeking pain relief.” Members of Utah’s Medical Cannabis Policy Advisory Board…

The Missouri Court of Appeals Eastern District ruled Tuesday that local governments cannot stack cannabis industry sales taxes, Gannett reports. The ruling reverses a lower court’s decision from May that allowed the city of Florissant and St. Louis County to impose a 3% sales tax on adult-use cannabis sales. In the decision, the panel of appellate judges said that the state constitution’s “plain, unambiguous” language only allows “one local government…to impose an additional three percent sales tax.” Due to the stacked taxes, customers at Florissant dispensaries were paying a total of 20.988% in sales taxes on adult-use cannabis products. The…
